Colour work. Filters are available and grading is not. A piece that needs shots from different sources matched to each other has reached a limit.
Reliable project management. Long or valuable projects are safer on a computer with an ordinary file system and ordinary backups. A mobile project living inside an application is a project dependent on that application.

Mobile editing does not inherently degrade an image. The export resolution and bitrate are set by the application, and modern mobile applications can export at the resolutions a platform accepts.
What does degrade material is repeated re-encoding, and mobile workflows invite it. Footage moved from the camera app to an editing app to a captioning app to a publishing app can be compressed at every step, and the losses accumulate visibly in gradients and in motion. The discipline is to do the work in one application and export once.
The second quality consideration is the source. A phone camera in good light is capable; the same camera in a dim room produces material that no editing decision rescues. Where the footage was shot matters more than where it is cut.
Practical Working Method
Get the audio right at the source. Recording to the camera with a microphone that improves on the built-in one is worth more than any editing capability, because audio problems are the ones mobile editing cannot fix.
Shoot with the edit in mind. Slightly longer holds at the start and end of each clip, deliberate coverage, and a plan for the structure reduce the amount of precise trimming a small screen has to do.
Use a tablet if one is available. Most of the interface limitation is screen size rather than processing power, and a larger display removes the majority of the precision problem while keeping the workflow advantages.
Manage storage before starting. A device that fills mid-export loses the export, and high-resolution footage consumes space quickly.

Back up the source material off the device. A phone is a single point of failure holding the only copy of the footage.

The relevant criteria are narrow and worth checking against the current version rather than any recommendation, since these applications change frequently: whether it exports at the resolution required, whether it applies a watermark, whether it charges by subscription, whether it handles the number of tracks the edit needs, and whether it can produce or import a caption file.

When to Move to a Computer
The signals are consistent: more than one camera angle, separately recorded audio, a duration beyond about ten minutes, a need for colour matching, a series that must sound consistent across episodes, or a project whose loss would matter.
